KBxxxxxxx does not apply, or is blocked by another condition on your computer

When installing a visual studio 2010 hotfix I got the error:

KBxxxxxxx does not apply, or is blocked by another condition on your computer

To fix it i had to goto Programs and Features in the control panel, selected Microsoft Visual Studio 2010 and selected Unistall/Change. Then I made a repair.
When the repair finished I executed the hotfix and it installed.

All I had to do was to remove .NET 4.5 and then try again. I guess you can't have a newer version of .NET and install an older update to 4.0...

My copy of VS 2010 was installed by installing SQL Server 2008 R2, and not VS. Because of this, it is not a full install of the product. To install I need to first install VS 2010, then SP1 then I could install the KB. All of this was to get the VS Team 2013 for the SSRS reports.

This fix is for Visual Studio 2010.
Now I am working with Visual Studio 2013 and I can't say if that will fix your problem.
